تصــور مقتــرح لتمــويــل التعليــم بالجــامعــات السعــوديــة فــي ضــوء بعــض الخبــرات العــــالميــــة A proposed vision for financing education in Saudi universities in light of some international experiences

هدفت الدراسة إلى تقديم تصور مقترح لتمويل التعليم بالجامعات الحكومية في المملكة العربية السعودية في ضوء بعض الخبرات العالمية، ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي التحليلي، واقتصرت الدراسة على مجموعة من الدراسات العلمية التي تناولت تمويل التعليم بالجامعات في المملكة العربية السعودية، ومقارنته بتمويل التعليم في الدول التالية: الولايات المتحدة الأمريكية، واليابان، وألمانيا، ومجموعة من المواقع الإلكترونية الحكومية. وبناء على تحليل الدراسات السابقة توصلت النتائج إلى الاستفادة من الخبرات الدولية في الآتي: توسيع الشراكات والتعاون مع مؤسسات القطاع الخاص، والاستفادة من بعض المرافق الجامعية وتأجيرها لمؤسسات القطاع الخاص وأفراد المجتمع بما يضمن مصلحة الطرفين، وكذلك توفير بدائل غير تقليدية لتمويل أنشطتها وبرامجها وخططها الإستراتيجية، ومن أبرز هذه البدائل ما يلي: دعم مراكز الأبحاث في الجامعة ماديا ومعنويا، تبني مشاريع حاضنات الأعمال لاستقطاب خريجي الجامعة في مختلف التخصصات المهنية، التوسع في إنشاء كراسي البحث العلمي، تقديم القروض الدراسية الميسرة لطلبة الجامعة، والتوسع في مشاريع الوقف الخيري بما يسهم في زيادة إيرادات الجامعة، تسويق أنشطة وبرامج الجامعة إعلاميا، ترسيخ مبادئ وثقافة الرقابة والمحاسبية بما يسهم في حسن استثمار موارد الجامعة.
The study aimed to present a proposed vision for financing education in public universities in the Kingdom of Saudi Arabia in light of some international experiences. To achieve the objectives of the study, the descriptive and analytical approach was used. The study was limited to a group of scientific studies that dealt with financing education in universities in the Kingdom of Saudi Arabia, and comparing it to financing education in The following countries: the United States of America, Japan, Germany, and a group of government websites. Based on the analysis of previous studies, the results reached the benefit of international expertise in the following: expanding partnerships and cooperation with private sector institutions, benefiting from some university facilities and leasing them to private sector institutions and community members in a way that guarantees the interest of both parties, as well as providing non-traditional alternatives to finance their activities, programs and strategic plans. The most prominent of these alternatives are the following: supporting research centers at the university financially and morally, adopting business incubator projects to attract university graduates in various professional specializations, expanding the establishment of scientific research chairs, providing soft study loans to university students, and expanding charitable endowment projects in a way that contributes to increasing... University revenues, marketing the university’s activities and programs in the media, and establishing the principles and culture of control and accounting in a way that contributes to the proper investment of the university’s resources.
